		<description>Many good and valid points, Andy.  It&#039;s my opinion that it all comes back to personal responsibility and accountability.  Students are responsible for their own learning - it&#039;s not Mom&#039;s fault or the teacher&#039;s fault, or the school&#039;s fault, or the government&#039;s fault when they graduate from high school unable to read and write.  Obviously, these students should not be graduating, but on whose head should it rest that they never learned to read and write?  Clearly, it is no fault but their own.

Responsibility and accountability apply to politics and health as well. . .but then who is it that enforces responsibility and accountability?  That, in my opinion, is where our social system has failed.</description>
